Help with these lyrics!?

I heard this song on the radio a couple days ago. Its from the 60s/70s/80s. It sounds like Billy Joel or Elton John. I can only remember theres a name then"Whoa oh oh oh oh" It sounds something like "Rio, Whoa oh oh oh oh." I don't think its Rio though. Help. Its a really good song!
