Why isn't Van Gogh a ninja turtle too?

I know it sounds stupid but for some reason its been bugging me. Why did Leonardo and Michealangelo get to be Teenage Mutant Ninja Turtles, and Vincent Van Gogh didn't? And if he did what weapon would he use?
